  Legal system of cultural heritage is an essential part of legal system of Chinese characteristic socialism.Since the foundation of PRC,legal system of cultural heritage has been divided into two categories: One is the basic legal principles established by the Constitution as well as Law on Regional National Autonomy,the other is the specific laws,rules and regulations related to tangible and intangible cultural heritage.The basic goal of building up legal system is to make laws to protect cultural heritage from all sides,which is also the important task of developing culture and constructing socialist legality.The Intangible Cultural Heritage Law of the PRC is going to be promulgated.

  Legal protection of the cultural heritage begins in modern western countries and presents codification and systematization trend since modern times.France's cultural heritage law has undergone the development of more than two hundred years and has evolved a perfect and typical legal protection system,which centering on CODE DU PATRIMOINE and composed mainly of intangible cultural heritage protection.The article laid special stress on analyzing the principal characters of France's cultural heritage law and summarizes its experiences in legislative system,institution design and application of ideas,and it also evaluates the reference value for China combined with current legal protection status of cultural heritage.

  The rights to cultural heritage indicate the rights owned by subjects,such as persons,communities and countries to enjoy,pass on and develop the cultural heritage.Since tangible and intangible cultural heritage interact and rely on each other,the rights to cultural heritage should not be classified according to these two categories mechanically.Because of the special value and nature of cultural heritage as well as the close relationship between cultural heritage and public interests,the rights to cultural heritage should be restricted for the sake of public interests.To a great extent,the rights should be public rights which need to be ruled and protected by public laws.

  To investigate how Marx applied historical materialism to the research of political economy is an important way to understand comprehensively his thought of historical materialism.In Economic Manuscripts 1857-1858,on one hand,Marx made a profound analysis of all kinds of economic phenomena in capitalist society with the material productive forces,on the other hand,he stressed that all these phenomena and the material productive forces developed continuously on the basis of labor practices.His study of capitalist society,including vertical and horizontal two dimensions,not only materialistically explains the relationships among social factors,but also materialistically describes the historical development of these factors.Our understanding of historical materialism in the past paid insufficient attention to the vertical dimension,which is materialism but lack of historicity,and does not reflect the thought of Marx's historical materialism overall.

  Social welfare service is a part of social security system in China,but it has been lagging behind the development of social insurance and social assistance.In addition,there has been system incomplete,multiple segmentation,system disorders,and function alienation in social welfare service in China and it increasingly does not adapt to overall increase of citizens' needs for welfare service from which ageing population,weaken role of family protection,and social development have caused.The state must encourage the development of social welfare service.Under the leadership of the government,citizens' needs for social welfare service can be fully met through the establishment of complete system,strong protection role,socialized operation,multi-level development of social welfare service.This may let the entire citizen realize the life "born with decent and die with dignity".Three major steps and target tasks are suggested to develop from protection of the weak to universal protection of all citizens in social welfare service in China.

  The share of central region's economy in the whole country had markedly declined in the "Tenth Five-Year" Planning period,and has been obviously rising since the beginning of the "Eleventh Five-Year" Planning period.The author calls this kind of pattern variation V-reversal by central region.It is one of major issues whether V-reversal by the central region is sustainable,and it will influence regional economic pattern evolution,thus its research is of vital practical significance.Only urbanization and the industrialization of central region are promoted can V-reversal by central region be sustainable,and the rise of the central region becomes true.The direction of future regional policies should be selective and reasonable: in the spatial aspect,efforts should be focused on creating "Golden Triangle of Central Region" and supporting the problem areas in the central region through improving intuitional bases of regional management;in the industrial aspect,efforts should be focused on accelerating the construction of "three bases,a hub",cultivating new strategic industries and promoting the tourism development.

  The rate of profit is an important factor that influences the macroeconomic activities under capitalism.We decomposes the rate of profit into the profit share,the capacity utilization rate,and capacity capital ratio,and then empirically study the rate of profit in U.S.real economy for the period of 1975 to 2008.The results show that the rate of profit in U.S.real economy has been stagnating in the last three decades;the dominant reason for the fluctuations of the rate of profit during this period is the changes in the profit share;the significance of the profit share derives from the changes in the capacity utilization rate to a great degree,the underlying reason of which is the changes in the ratio of production workers' working hours to non-production workers' working hours and the ratio of production workers' income to non-production workers' income;the status of the majority of workers in income distribution has not been improved;the background to the dynamics of the rate of profit is the changing the U.S.labor process in the last three decades.
