    近20年来,我国出版的数理统计学教材为数不少,主要属于两大类。一类是以数理统计专业学生为对象的基础和专门分支的着作,要求读者具备较高深的数学、概率论和测度论知识。另一类则是非统计专业的本、专科教材,数学要求较低,内容也比较简略。

    The author maintains that the key issue of the support for the aged is ho is to provide the fund for elderly support. How ever, the prov ider of the fund and the agent w ho uses the fund to perform the funct ion of supporting the aged are not necessarily the same one. As is know n to all, "elderly support by an agency"does not necessarily refer to "elderly support by the society", the same is true with "elderly support at home"and"elderly support by the family". Based on these distinctions the author elaborates on three ma-jor means of elderly support : the support by the family, the support f rom the society, and self"support of the aged themselves. The author holds that a reform of the pension plan for the aged in China is inevitable, and points out the future prospect of elderly support in China: In the cities it tends to be in the form of a combi-nat ion of "elderly support at home and elderly support in the community", and in the count ryside, there w ill be an increasing number of the aged w ho rely on themselves.

    Community administration is cooperative participation of government,community organization and community residents in community business. The basic development process of our country's city community from the administration type to the cooperation type,and then to the autonomy type is a reflection of systematic reform of society and economy and adjustment of social structure,which represents the direction of our urban development. The cooperation and interaction between government and community is an important way making the governmental management and community autonomy develop harmoniously. To design a fresh community organization and integrate a fresh community power is the key of current community's construction and development.

    The move into a virtue world signals a transition of the patterns of human thought and human behavior incurred by the in coming digital era. It forms a new medium revolution with a virtue reality and virtue world. Virtue, then, denies the traditional dichotomy of true and false with “genuine falsehood” and “unreal truth”. Virtue turns disjunction into new continuity, denying simple seemingly conflict between the two. It leads to a form of new integration which consists of direct correlation among individuals, and thus denying integrity and individualism of the whole and of the individuals. Virtue means a new form of existence based on a new point of departure of mankind.

    The basis for enterprises undertaking social responsibility is its social character and its free choice of management. The contents of enterprise social responsibility are divided into inner responsibility and outer responsibility; the means of its realization include the supervision from laborer organization and consumer association as well as the administration of government, and the enterprise volunteer responsibility. The movement of enterprise social responsibility starts from European countries and America, spreads worldwide now. All the developing countries including China are faced with the problem whether to escape the responsibility and develop rapidly or to undertake the responsibility to persist in development. To Chinese enterprises, it is necessary to make strategies and developing programs of undertaking social responsibility on the basis of international certification of enterprise social responsibilities.

    Public participation is a critical,necessary part of modern political life and processes of decision-making. It is very important to consider and select appropriate participating forms carefully,because this directly relates to the results and effectiveness of the participating processes,and also gives impacts on citizens' enthusiasm and trust on government. Based on two basic points of view,that is,the nature of public policy issues and objectives,expectations of citizen participants involving in the processes,the author discusses four different types of participating forms which may adapt to different issues of public decision-making,examines characteristics of these types and their roles in different public policy processes. With the analysis,the author tries to provide a useful tool for public managers and citizen leaders to think about and choose suitable participating forms rationally in order to improve decision-making quality and promote citizens' passion and engagement.

    The process of urbanization is closely related to evolution of economic structure. Urbaniza-tion, in essence, means geographic centralization of resources. Highly developed industries rely on large-scale economy and concentrated economy. In this sense urbanization is the inevitable result of industrializa-tion,and the indispensable condition of industrialization. The pace of urbanization process is quickenedwithadjustment of industrial structure. Meanwhile, urbanization is the key to many problems in Chinese econo-my and social development.

    The essay first generalizes the momentous significance of regarding social harmony as the goal of government policy, analyzes social structure theoretically, especially the relationship between social stratum structure and social harmony. On the one hand, and points out that the construction of a reasonable social structure may improve the establishment of social harmony, which is originated from social structure, especially the coordination and integration of social stratum structure. On the other hand, the realization of a more harmonious society may further improve the construction of a reasonable social structure as well.

    Reform of China social security system has made great achievements in constructing and revising the programmes for urban employees and poor groups,but new system remains unsettled and all social security policies need choosing. The ambiguous responsibilities of the subject in social security,too large a population of poor groups who need help from the programmes,the holes in a loose system and the disequilibrium of area development are among problems existed. The responsibilities of the subject should be made clear through legislating,the comprehensive city social assistant system and the social insurance policy be established,the sharing mechanism of social security responsibilities be further improved,and the rights of the rural labor and other mobile population by means of classifying them as different groups be ensured,and the construction of social security system in rural areas be actively pushed. A hole free secure net giving hope and substantial help to people is needed nowadays in China.

    Mental support for the elderly is becoming a much more important problem in the process of Chinese social transition. Mental support for the elderly meets both the moral need from the young and the support demand of the elderly. Mental support for the elderly consists of three dimensions, namely, personality respect, success comfort and mental satisfaction. The development route from traditional filial piety to mental support for the elderly is from "the elderly-centered" to " intergenerational equality", and from "meeting the mental demand singly" to "digging the latent energy simultaneously". Active mental support means moral satisfaction from the young and mental strengthening of the elderly.

    At the present,the vulnerable groups become a serious social problem in China. In view of the idea of social justice and the current need to all sidedly build China into a "comparative well off society",the government and the society should pay close attention to them and help them by the social policies. The present policies lay stress on "compensation",namely,help them lead a basic living. It neglects the importance of how to eliminate the "social exclusion" and realize the "social integration". Therefore,it is necessary to introduce a new social policy model to combine the two goals.

    Social governance innovation is designed to achieve the goal of building a new social system. There are two reasons for this. One is the considerable progress in economic reform, and the other is the pressure of the postindustrial society, which calls for new exploration in the social system so as to adapt to the changing conditions. Social governance innovation is the focus and breach. In the process of establishing the new social system, it is necessary for the government to change monopolizing Society Right of Control into cooperating with other social governance forces based on the reality of diversification. What counts most is to break the government parochialism, set up the principles of alterity and eradicate administrative arrogance. Social governance innovation and serviceoriented government should be promoted mutually, that is, not only to innovate social governance in the process of building serviceoriented government, but also to accelerate serviceoriented government building in social governance innovation.

    In the last 20 years of the 20th century, upon finishing its gradual transition to economic-construction oriented government, China starts to commit itself to the construction of public-service oriented government. Presently, the double historical task of government development in China calls for resolving local government's understanding on political orientation of the law and the function-responsibility isomorphism problem of administrative system, meanwhile build up the notion of "taking public service as the objectives and regulatory governance as the means". Moreover, government needs to allocate more resources into social management and public service, as well as pay close attention to social justness. By means of administrative innovation, the construction of regulation-service type local government with the characteristic of era and national feature may realize the inter-dynamics between social development, political and government development, administrative development. As a result, it can promote the overall, coordinated and sustainable development of the economy and the society.

    Administrative denunciation is a kind of supervisory way afterward which denunciates administrative responsibility directionally. Its prime aim is to supervise and prevent the administrative improper behavior, whose main means include all kinds of administrative and judiciary denunciation. At present, its operating means include the dismission, the resignation with blame, the denunciation to official, and etc. As a sort of "new system", the administrative denunciation has appeared in China, but it has not formed the institutional supporting system yet. The building of the effective administrative denunciation system should incarnate the aim of denunciation, the definitude of responsibility, and the standardization of means concen-tratively, which should not neglect the administrative redress.

    This thesis thoroughly analyzed the relative deprivation of urban population in China based on a review of relative researches and the utilization of the results of a questionnaire research. The results of the research indicate that the urban population in China has a strong sense of relative deprivation. Although their living standard has been greatly improved, Chinese people generally feel that their relative social status and income has decreased. The degree of the relative deprivation is closely related to the respondent's present living conditions and his/her attitude towards the social reality. In the end, this thesis examines the reasons for the relative deprivation in China. The author holds that the adjustments of the social benefits and the conflicts between different concepts of value are the main reasons for the relative deprivation.

    Great changes have taken place with respect to the middle stratum in China, and a new middle stratum composed of independent proprietors has arisen. As replacement of the old middle stratum by the new gathers speed, the typical middle stratum made up of workers in state-owned enterprises before the open-up policies has fallen into a decline. However, since the middle stratum is the most important force of maintaining social stability in any society, the author points out, measures must be worked out to change this situation. Steps that may quicken the transition from a period of economic polarization to that of the rise of the middle stratum should be taken in order to ensure steady and rapid economic growth in China.

    This article argues that the concept and power structure of combining procuratorial rights with legal supervision is neither scientific nor fair.The argument is based on serious problems revealed in the operation of procuratorial system in the light of political science and judicial jurisprudence.Questions such as orientation of procuratorial organizations,allocation of the power of legal supervision,nature of judicial rights of the procuratorial organizations are raised for further consideration.The writer points out that judicial right of procuratorial organizations and administration of justice by the state are separate entities without any internal links.In this sense,a theoretical separation of duties of the procurator and the administrator is absolutely rational.

    The environmental issues caused by geographic features and destruction of the original naturalenvironment is a special problem in China. To solve this problem we should not only take measures to pro-tect the ecological environment but also make efforts to construct it. In this sense, improvement and recov-ery of the environment in the west regions should be viewed as a systemic project. In the areas of construc-tion of the legal system, the issue of ecology is also faced with serious problems. Lag in the transition oflegislation, limitations in administrative authorities, defects in judicature, indifferent attitudes toward thelaw, insufficiency of legal supervision, to name only a few. The author suggests that things can be done inthe following areas to improve this situation: transition of cross-section legislation, gradual reconstruction ofadministration and judicature, establishment of proprietorship over environmental areas, involvement of thepublic under the leadership of the Party.
