建构现代化的国家治理体系，已经成为当前中国改革的核心任务。中共十八届三中全会、纪念全国人民代表大会成立60周年大会、纪念全国政协成立65周年大会以及中共十八届四中全会这四次会议，为现代化国家治理体系顶层设计提供了基本框架：国家治理体系现代化的目标体系、现代化的立法体系、现代化的协商民主体系、现代化的法治体系。从客观描述而非价值评价的角度看，有效达到四个预期目标，中国的现代化国家治理体系建构任务就可望完成。对一个现代化国家治理体系而言，这四个方面缺一不可；比较起来，民主制度与依法治国构成最重要的两个支点。

The construction of a modernized stategovernance system has become a primary task  of current reform in China. Since the goal of constructing a modernized stategovernance system was set on The Third Plenary Session of the 18thCPC Central Committee, major issues concerning state governance are addressed from three aspects by three conventions, namely NPCs 60th Anniversary，CPPCCs 65 Anniversary and The Forth Plenary Session of the 18th CPC Central Committee. All these four conventions provide vital support for the top design of a modernized stategovernance system, which includes an objective system of modernized state governance, a modernized legislative system, a modernized deliberativedemocracy system and a modernized ruleoflaw system. From the perspective of objective description rather than valuation assessment,it is arguable that the task of constructing a modernized stategovernance system can be accomplished if the above four intended goals are achieved effectively, none of which should be neglected. Comparatively, a democratic system and the strategy of “Rule by Law”constitute two most important pivots, making democracy and “Rule of Law”the bottomline norms for a modernized stategovernance system
