改革开放以来，中国经济实现了30多年的高速增长；然而，付出了高代价的高增长已经不可持续，并与社会的“高增长依赖症”存在强烈冲突，中国因此而陷入了增长困境。增长主义发展模式是中国增长困境产生的根源。传统宏观调控政策无法根治当前的增长困境，破解困境的根本之道应该是通过深化改革完成“三大转变”，从而抑制“高增长依赖”：加快行政体制改革并深化经济体制改革，将政府职能从“做大蛋糕”转变为“做大蛋糕、分好蛋糕和做绿色蛋糕并重”；深化社会改革，将“以经济建设为中心”的基本路线转变为“经济建设与社会建设并重”；积极推进司法体制改革，将“人治”转变为“法治”。

Since its reform and opening up, China has seen  high economic growth for more than 30 years. Currently, however,  China's economy has fallen into a dilemma, caught in intense conflicts between unsustainability of rapid economic growth with high cost and growth dependency syndrome. Such a predicament  is rooted in the countr'ys growth pattern. And traditional macrocontrol policies are no solutions. A fundamental way out of the dilemma is therefore to accomplish “three important transitions” with the help of deepening reform in order to reduce growth dependency syndrome: firstly, accelerate reform of the administrative system to transform the role of government from “making big cakes” to “making big cakes, making good cakes and making green cakes simultaneously”; secondly, deepen reform of the society to transform the center of basic course from economic construction to economic construction and society construction; thirdly, promote the reform of the judicial system to transform “the rule of man” towards “the rule of law”.
