Since its reform and opening up, China has seen high economic growth for more than 30 years. Currently, however, China's economy has fallen into a dilemma, caught in intense conflicts between unsustainability of rapid economic growth with high cost and growth dependency syndrome. Such a predicament is rooted in the countr'ys growth pattern. And traditional macrocontrol policies are no solutions. A fundamental way out of the dilemma is therefore to accomplish “three important transitions” with the help of deepening reform in order to reduce growth dependency syndrome: firstly, accelerate reform of the administrative system to transform the role of government from “making big cakes” to “making big cakes, making good cakes and making green cakes simultaneously”; secondly, deepen reform of the society to transform the center of basic course from economic construction to economic construction and society construction; thirdly, promote the reform of the judicial system to transform “the rule of man” towards “the rule of law”.
