中国残疾人福利制度建构中的居养模式和人道主义模式属于慈善模式。随着公民权利意识和平等意识的提升，这种福利制度建构模式面临突破。社会权利模式以“增能”为手段，强调福利主体的权利与义务的平衡，是我国今后残疾人福利发展模式的新选择。在社会权利模式下，中国残疾人福利制度改革需要做好以下工作：将部分普惠性福利项目变为家计调查项目；将部分保障项目与职业培训或工作相关联；变就业结果支持为就业过程支持；加强残疾人人力资源开发；加强提升残疾人独立生活能力的福利制度建设。

This paper summarizes China's disability welfare construction as habitat raising model and humanitarian model, and concludes that the two models belong to charity models. With the improvement of civil rights and equality awareness, charity models are facing breakthrough. The social rights mode which aims at “empowerment” emphasizes the match of rights and obligations, it should be the best choice for China. Under the social rights mode, disability welfare system must be reformed in five aspects, namely: change parts of the universal welfare programs into mean test programs; link some security projects with vocational training or job seeking; transfer employment result support to job seeking support; strengthen the human resources development of the disabled; improve disabled persons' independent living ability.
