Abstract
We may have a compare between Chinese and Western ministerial parties of their governing modes, and try to derive something good, then to make full use of it,this is a significant approach to improve governing abilities of our party. We shouldn't wholly copy the Western party systems or their governing modes, however, those ministerial parties,as a sort of political parties, their developing processes and activities inevitably have a common law,so we should study and conform this common law in order to improve our ministerial party construction. Chinese ministerial party construction should go along a way of reformation and innovation, including a series of groping, and these may be comprised by construction of "authorizing" mechanism and evaluating system to the governing status of Chinese Communist Party (CCP) on the base of People's Congress; deeper study of the Party's characteristic orientation and its exertion manner upon the facets of both nation and society; rational standardization to the authorities of the Party, the People's Congress and the government; innovation of supervising system etc.
