Abstract
Available literatures on the standard competition in the network industry focus on the strategy behavior of the firm, but for countries during economic transition, the government may play more important role. This paper takes the role of government to promote the WAPI standard as to discuss key factors which influence the result of the game and government industry policies. In order to win the standard competition in the network industry, the government should give up the mentality of the market protection.Constituting industrial policy guidance on the adoption of national standards to promote the expansion of the installation base of domestic enterprises is a better idea to promote domestic standards in the international arena.
