Circular economy is a reform of traditional mode of economy growth,it infiltrates in production,circulation and consumption,and involves natural resource,energy,wastes management and environmental protection.The measures of developing circular economy include: reduction of input,cleaner production,integrate using and rational disposal of wastes.Circular economy is a carrier and an approach of realizing the resource-conservation and friendly-environment society,its legislation has been listed in the plan of NPC."The Cleaner Production Promotion Law","The Law on Pollution Prevention and Control of Solid Waste" and "The Saving Energy Law" will need to be amended after the circular economy legislation is issued.China should constitute a circular economy legal system.
