Abstract

During the long-term practice of public management,there are two chief approaches of evaluation.The first one stresses on the cost-benefit analysis,which is characterized with objective and quantitative measures.The other one places much emphasis on the soft indicators such as satisfaction.Accompanying with the rise of New Public Management,citizen-based evaluation has been given much more emphasis.From the 1970s,represented by Stipak,Brown,Parks and Percy,the scholars raise disputation concerning the validity of subjective evaluation.Based on the sophistication of research result,they arrive at completely different conclusions.
