In order to accomplish comprehensive,harmonious and sustainable development of economy and society and correspondingly establish the comprehensive evaluation system reflecting scientific development view,we need to rebuild local government performance index system by replacing GDP index with "GNP+SCC" index.Based on comprehensive analysis of scientific and rational characteristic of "GNP+SCC" frame,the article establishes a new performance index system of local government,selects scientific analysis and evaluation methods,and conducts the exploratory practical proof in main functional regions of Guangxi Zhuang Autonomous Region.
