This paper explores the impact of globalization on Korean social welfare since the late 1990s.In the late 1990s,Korean undertook the great transformation,the so-called "the establishment of a welfare state".But,at the same time,situation was a much worse in terms of employment insecurity,income insecurity and unemployment risk than ever,especially since the financial crisis.The deepening of globalization brought out certain complex impact on social welfare development.Although social welfare has improved,the reasons that income inequality and poverty got deteriorated are rather complicated.In particular,this paper focuses on limitations in productive welfare strategy since the 1990s.That is,productive welfare strategy can't play its role in an effective way.What the paper emphasize is to produce a positive circulative structure,is to use a backup force for macro socio-economic development strategy and to articulate social welfare development strategy in order to remove negative circumstances.
