Abstract

At present,there are quite a few flaws in the study of the roles of government and Community Residents Committee in the urban community governance.According to the laws and policies,the theories of government function and the features of Chinese society and autonomous organizations in the transition period,the government and Community Residents Committee should play respectively triple roles of regulator,supplier and director,and supplier,spokesman and assistant in urban community governance.But in fact,both of them have failed to play their roles well,due to insufficient capability of self-governance of society,failure to keep up with the transition of social management system,the difficulty in the government function transition,and resource constraints and rationality of Community Residents Committee.
