Dumping and anti-dumping is a pair of contradictions that is hard to deal with.Dumping has long been thought of as a deed that interferes with proper operation of the market by selling at low prices through unfair competition,for it brings about harmful effect on production of other countries.But sometimes dumping can be seen as reasonable.On the other hand,while actions of anti-dumping can ensure fair competition in the market,it has become a major obstacle to trade,as it has been abused by developed countries.Therefore,the author points out,three questions should be asked in dealing with dumping.They are:Is it for the purpose of monopoly?Will it harm new industries?Is it meant to shift off the burdens of crises?
