Abstract
Human rights constitute an integrated conceptThe protection of basic civil rights is part of the protection of human rights, and focuses on the connections among various human rightsThe state thus has both passive defensive obligations and positive safeguarding obligations according to the constitutional lawThe protection of basic civil rights holds that human rights are for all people, so it is necessary for all people to equally, widely, and sufficiently share their rightsThe “Peoples Republic China Civil Code” clarifies the universality of the subjects of civil rights, promotes the formal and substantive equality in the protection of civil rights, and strengthens the safeguard of civil law for personal, property, and personalistic rightsBased on the developmental nature of human rights, it is necessary to continuously improve the specific protective rules for basic civil rights with the development of modern technology and market economy, and to adhere to the mechanism of pluralistic and comprehensive governance in general.
