Abstract

Civil servants compensation system and governance model are important parts of the income distribution system reform in China. The current civil servants compensation distribution appears to have some problems such as low level and unreasonable structure, which actually can be attributed to the internal defects of the current civil servants compensation system and governance model. Establishing a civil servants compensation system and longterm compensation governance model in which responsibilities and authorities are combined is the goal of the future reform. This includes: carrying out position classification,job analysis and job evaluation; keeping the compensation management authority consistent with the boundary of officials grading management system; constructing the compensation budget management and performance report system; promoting wage legislation and strengthening the supporting reforms related to the compensation management and governance.
