Reproductive Cost Sharing in Twochild Policy Implementation——From Perspectives of the Government, Family and Employers

Abstract

Twochild policy initiated in 2016 indicates the end of the onechild policy era in China. However, whether or not the new birth policy works depends on its implementation process, during which an inevitable problem is the reproductive cost and its sharing among the stakeholders. The government encourages its people to give birth to two children, officially extending womens maternity leave as an important incentive measure; the rational childbearing decision of each family will be affected by workfamily balance situation; while various employers may be encountered with potential reproductive burden more or less, which is up to the proportion of female employees. Therefore, improving fertility security policies by balancing the benefits between employees and employers is essential to share reproductive cost and ensure the effective implementation of the twochild policy.
