Abstract
Openness is the dynamics of human civilization. An open government is a new paradigm of modern governance, based its conception on the new weltanschauung, ontology and epistemology that are quite distinct from the traditional obsolete thinking. Open government possesses such new traits as citizenship, equity, cooperation, integration and innovation, which are displayed in a series interconnected institutional arrangements, including information, consultation, engagement, collaboration and community selfgovernance. The realization of an open government is based on the civil spirit, rule of law and the development of market economy.
