Abstract
Studies on welfare model selection can be conducted from the perspectives of welfare demand and welfare multisupply As far as the development of welfare states is concerned, welfare demand and supply are both embedded in the environment of the economic society A case study conducted in T city of south Jiangsu Province finds that the background of social transformation determines its complexity in the structure of welfare demands, thus a comprehensive and pluralistic welfare model is required to address the situation But in terms of welfare supply, it is reflected as the everexpansion of governmental role and the corresponding shrinkage of both the market and the society In a complicated demand structure, welfare under monopoly government should be carefully avoided and a comprehensive welfare system be set up, through the combination of “civil society” and “government of limited liability”.
