Abstract
There are two elementary aspects of state: state power and civic right. From the perspective of comparative history, the relationship between the state power and civic right in process of state construction is far more complicated in reality than in philosophical speculative and reasoning. Among them, there is not only the acknowledged tension between the state power and civic right, but also the internal conflicts within the state power and civic rights as well, which, in turn, further affects the power-right tension. The relationship between power and right in many countries is not simply in opposition, but the positive one with synchronous growth.
