国家与所有权之间存在着持久的冲突,它们之间很难直接博弈,从而使双方调整策略,实现二者的一致。中国在处理国家与所有权冲突的过程中,采用了一种既完全不同于西方“市民阶级公共领域”,又不完全是新兴产权主体与国家博弈的机制。中国经济体制改革的着眼点在于通过政府行为的改变,调整国家与所有权的冲突,寻找二者之间的制衡机制。对于中国这样的传统集权的国家而言,地方政府这一新的博弈主体,作为国家与所有权冲突的制衡力量,使得中国政府的行为逐步向理性化方向转变,带来了中国经济的持续增长。

It is a common phenomenon that between the state and the ownership exist constant conflicts.When dealing with this issue China is adopting a method that is not the same with the "public opinion of the citizens" in the West,nor is it a mechanism to support competition between the newly rising class of private owners and the state.Economic reform in China intends to co-ordinate conflicts between the state and ownership through changes of government behavior and to find out new ways to redress the balance.Given the condition of China where centralization has been the tradition the local government will function as a leverage to change the direction of the government behavior in China,and therefore bring about sustainable economic growth.
