在技术创新过程中,需求拉力与科技推力并非两个分立的力量。需求既是一个经济范畴,又是一个认识范畴,需求具有"被创造性"。目前,要发挥需求拉力的作用,应着重改善经济运行机制。单方面促动科技"面向经济建设",只能"事倍功半"。政府科技投入达到一定的程度,企业科技投入才能大量增加。

Demand-pull and Technology-push are not the independent forces in the process of technological innovation. "Demand" is not only a concept of economics,but also a concept of Epistemology,which means the demand is created by our cognitions. Currently,we should improve the economic system to make use of demand-pull. It is difficult to make science and technology independently meet the need of economy. Business funding for science and technology may increase in large quantity only when government funding for science and technology increases considerably.
