公共管理是一种建立在伦理关系基础上的新型的社会治理模式,在公共管理中,权力关系、法律关系和伦理关系处在一种平衡的互动之中。权力关系、法律关系是它在以往的社会治理模式中继承而来的,而伦理关系则是公共管理关系体系中独特的职业关系。公共管理伦理关系赖以生成的客观依据是社会的服务期望,而主观根据则是公共管理者的道德觉识。人与人之间平等化的历史进程,是理解公共管理伦理关系生成之历史必然性的锁钥。

Public administration is a new social administrating mode based on ethic relationship,in which there is a balanceable interaction of power relation,law relation and ethic relation. Power and law relations are inherited from the past social administrating mode,while ethic relation is the unique professional relation in public administrating relationship. The objective basis of the public administrating ethic is the expectation for social service,while its subjective basis is moral consciousness of public administrators. The historical process of human equality is the key to understanding the historical inevitability for the being of public administrating ethic relationship.
