张康之的《寻找公共行政的伦理视角》一书在对现代官僚制的批判性研究中,针对行政改革的基本问题,对"超越官僚制"的问题做出了系统的分析和研究。在对官僚制的种种弊端进行反思的过程中,理论结合实际地探讨了行政权力运行中的主体性、行政人员道德价值的重要性等问题。特别是作者正确地指出,在公共行政中必须正确处理权力与权利的关系,创造性地提出了"公共行政拒绝权利"的主张。但是,该书中关于"公共行政道德化"、"政府道德化"、"社会秩序的道德化"等提法,又是值得商榷的。

In his critical study of modern bureaucracy,Prof. Zhang Kang zhi,in his book Public Administration:A Moral Perspective,systematically analyzes the issue of "surpassing bureaucracy",aiming at the basic problems in administrative reform. Prof. Zhang combines theory with practice to probe into the subject of administration functioning and the importance of moral values of administrative personnel. He correctly points out that the relationship between power and right must be managed in a proper way,and puts forward the original view that public administration refuses right. Some viewpoints such as moralization of public administration,moralization of government and moralization of social order,however,deserve further discussion.
