我国的经济体制改革带来的劳动力市场重组,导致了失业群集现象的出现。失业群集体现为空间群集、时间群集、行业群集和个体群集等不同形式。我国失业群集是市场结构的变迁、经济制度的转型以及就业政策的抑制等因素交互作用的结果。失业群集治理的关键在于建立和实施包括积极的就业政策在内的“综合就业政策体系”,其核心是建立战略性就业政策、市场性就业政策和保护性就业政策等三大政策支柱。在这个领域,我国一直并已经进行了非常有益的探索,各大支柱之间的集成化也在逐步加强。

The restructuring of labor market,which is brought about by the economic reform in China,has given rise to the unemployment clusters.Unemployment clusters include different forms of space cluster,time cluster,industry cluster and individual cluster.China's unemployment cluster is the result of interactions between the transformation of market structure,the transition of economic institutions and the repression of employment policies.The key resolution for unemployment clusters lies in the establishment and implementation of a "Total Employment Policy System(TEPS)" with the involvement of Active Employment Policy,of which the core issue is to establish three pillar policies: the strategic employment policy,the market-oriented employment policy and the protective employment policy.In this area,China has been making constructive explorations all through and the integration of each pillar policy is also in the process of further strengthening.
