受历史传统和现实状况的制约,目前中国公民的政治参与意识有待进一步提高,政治参与方式有待进一步转变。既然人民代表大会制度是我国的根本政治制度,那么,公民有序参与人大工作才是公民有序政治参与的基本方式。有必要通过扩大公民参与人大的立法工作,健全和完善旁听、听证制度,审议重大问题、作出重要决定和人事任免实行事前公告、公示制度等,实现公民有序政治参与基本方式的转变。

Being restricted by Chinese historical and current conditions,the consciousness and way of present citizens' participation in politics should be improved and changed.Since people's Congress institution is Chinese fundamental political institution,broadening citizens' participation in People's Congress is a basic way.It is requested to broaden citizens' participation in the work of lawmaking of People's Congress,consummate the institution of audit and hearing of witnesses,practice the institution of bulletin before discussing important issues and making important decisions and appointing and removing personnel.
