区域创新是国家创新战略的重要组成部分。区域自主创新和网络创新能力的评价体系和统计分析框架的构建,凸显了重大攻关、人才培养和网络构建对自主创新的重要作用,有助于对我国省区间的自主创新和网络创新能力展开系统评价和实证研究,展示区域自主创新能力的发展水平和多方位信息。研究表明,我国各省区自主创新和网络创新形成三个差距明显的群体,创新推动区域发展需要群体间的资源流动和共享。

Regional independent innovation is one of the most important parts of national independent innovation strategy.This paper works out an assessment system and analysis framework for the regional independent innovation and network innovation capability.Besides,it conducts a systematic appraisal and empirical study on the independent innovation and network innovation capability of China's different provinces and regions,which demonstrates the development level and provides overall information of the regional independent innovation capability.
