我国执政党面临许多新情况、新问题,对社会的领导功能应当由一般性政治领导发展为规范的政治管理。政治管理是充分满足公民政治要求、努力捍卫公民政治权利、不断扩大并合理分配政治资源、有效维护政治秩序与政治安全的过程及制度安排。加强政治管理的重点是完善对城市流动人口、新兴社会阶层的政治管理,改进城乡传统领域的政治管理,强化政治危机管理。应当改革与完善相关的制度、体制和法规,特别是改革户籍制度,完善《社会团体登记管理条例》,探索农民和农村组织的新形式,健全政治危机管理体制。

The ruling party faces new problems and issues in China,so the leading function of the ruling party should change from the usual political guidance to canonically political management.Political management is the process and institutional arrangement,which meets sufficiently political requirement of citizens,making great efforts to champion their political rights,incessantly enlarging and rationally distributing political resource,effectively vindicating political order and security.The emphasis of political management is to consummate management with ambulatory people of cities and new society estate,ameliorating management with traditional domain of cities and country,consolidating management of political crisis.So it should reform and consummate correlative institution and system and code,especially reform institution of registered permanent residence,consummating "Statute of the Registration and Management of Social Organizations",exploring new form of farmer and country organization,and perfecting the managing system of political crisis.
