政府改革是政府适应社会的变化而对政府体系的结构、功能以及行为进行调整和变革的过程。从20世纪80年代开始的经济体制改革以及由此引起的社会变革和转型是中国政府改革与创新的动力。30年的政府改革取得了巨大的成就,主要表现在政府管理价值的重新确认和公共性的回归、政府职能日趋合理、政府治理结构日趋理性、政府运行机制逐步完善等方面。未来中国政府改革也面临着重建行政文化、进一步优化政府职能和结构、创新社会管理体制、建立和发展有效府际关系和管理、提升政府能力、建设法治政府等艰巨的任务和挑战。

Government reform is a process in which the government adjusts and reforms the structure,function,and beheviour of its government system to adapt the social change.The economic system reform started from 1980s and the following social change and transition is the motivation of Chinese government reform and innovation.The government reform has made a great progress during the past 30 years,which can be seen in reestablishment of government administration value and return to publicity;government function and administration structure increasingly reasonable;government functioning system increasingly complete.The further government reform will face the hard task and challenge to reestablish administration culture,further optimize government function and structure,innovate social administration system,establish and develop effective governmental relationship and administration,promote government capability,and construct government based on law.
