Issues about resources and environment are global,therefore,in order to solve the contradiction between human socio-economic activities and external conditions of resources and environment,it should not only be coordinated within countries but also be related to international relations.Being introduced the concept of border in the framework of environment and economic accounting,we can induce three forms of the international flow in resources and the environment.From a standpoint of relationship between environment and economy,international flow of resources and environment which is implicit in international trade is most noticeable.With import,export and balance of international trade for a country,there is an issue between import,export and balance of resources and environment.In order to measure import,export and balance of resources and environment,it is necessary to introduce input-output method.
