监督就是制衡,要充分发挥行政监督的效能,监督保障极为重要。实施监督的主体必须具有极大的权威性和相对的独立性,并要做到各种监督力量之间在整体上协调互动,形成合力。完善我国行政监督体制必须做到:正确处理自我监督和异体监督的关系,在健全自我监督的基础上切实加强来自外部的异体监督;充分发挥行政监察机关的核心作用,实行专门监督力量和社会监督力量的结合;正确处理监督主体和监督客体的关系,加强对实施监督的控制。

The effect of supervisory system over administration is of vital importance. The system should be given authority, and should be able to function relatively independently with ensured coordination. In China, the supervisory system ought to: handle properly the relationship between external supervision and self-supervision, strengthen external-supervision on the basis of improving self-supervision, join the forces of administrative supervisory departments and social supervisory facilities, and reinforce control over effectiveness of the supervision.
