大数据管理机构作为一种专门化机构,不仅是对科层制理论的现代演绎和深化延伸,亦是政府在数字时代背景下的自我革新和深刻转型。本文以政府数字化转型为背景,运用城市面板数据,探究机构专门化在政府信息公开领域的影响效应和作用机制。研究发现,大数据管理机构的设立显著促进了政府信息公开,平台建设机制和能力提升机制是两种重要的解释机制。同时,这种影响效应因地域分布和机构类型的不同有所差异:东北地区及中心城市表现得更为明显;相较于“挂牌”成立的部门,重组或新设的部门效果更佳。大数据管理机构深刻影响着政府发展结构和功能的优化,成为推动政府信息公开、实现治理效能提升的重要力量。
As a specialized entity, institutions of big data management represent not only a modern interpretation and extension of bureaucratic theory, but also a profound selfreform and transformation of governments in the digital eraAgainst the backdrop of governmental digital transformation, this study employs the urban panel data to examine the impact and mechanisms of institutional specialization on government information disclosureThe findings reveal that the establishment of the institutions of big data management significantly enhances the level of governmental information disclosure, with the mechanisms of platform building and capacity enhancement serving as key explanatory factorsFurthermore, the effect varies according to different regional distributions and institutional typesThe effect is more noticeable in northeastern regions and central cities, and better in departments established through restructuring or new formations than in those merely rebranded unitsThe institutions of big data management play a critical role in optimizing governmental structures and functions, serving as a driving force for advancing information disclosure and enhancing the effectiveness of governance.
