本文提出一个“智库全球治理能力”分析框架，并对中、美、英三国智库的全球治理实践进行比较分析。在全球治理进程中，作为非国家行为体的智库与国家各自作为施动者与国际体系中的其他智库以及其他国家行为体进行互动，从而形成全球治理的结构。这一全球治理结构即行为体之间的交往互动形成共有观念，建构了全球治理中国家与非国家行为体的身份和利益，并影响其行为，进而推动全球性问题的解决。智库一方面生产观念，另一方面通过全方位的舆论传播和跨国网络的建构，推动了各个国家之间的互动和共有观念的形成。“智库全球治理能力”具体分为全球公共思想产品供给、舆论影响力传播、跨国智库网络建构三个维度。
